A motion was made to annex the property on Salem School Court Road into the Village pending a study to determine water pressure and with the restriction that only single family homes will be built on the lots. | |
| Peoria County Planning and Zoning Administrator explained to the Village Board that the county's Dunlap Area Comprehensive Plan is scheduled to begin in June 2007. The Village Board will have input on such things as annexation, economic development and zoning changes. | ||
| A pre-annexation forum will be held at Dunlap High School at some time in the future. The purpose of the meeting will be to determine who is interested in entering into a pre-annexation agreement with the Village of Dunlap. If the property owner has less than 25 acres, real estate taxes will be paid to the Village of Dunlap. If, however, the property owner has more than 25 acres, real estate taxes will not be owed to the Village of Dunlap. | ||

| There is opposition to allowing beer gardens at drinking establishments; however, it was proposed to create a patio permit would would prohibit liquor sales and entertainment by establishments. The Village could set up an ordinance which establishes other parameters owners must meet. | ||
Ordinance 09-09 adding outdoor facilities to the village liquor code and Ordinance 09-12 adding temporary liquor license classification to the village liquor code for short-term special events was not approved. |

| Census | A motion was made to approve a village proclamation voicing support for the 2010 federal census. | |
| Committee Assignments | The mayor presented his appointments of village trustees for various committee assignments which was approved by the board. | |
| Computers | Approved the purchase of two new computers for the Village Clerk and Village Superintendent. | |
| It was approved to replace the treasurer's computer for $799. |

| Copperfield Subdivision | The new park in the Copperfield subdivision is in poor condition. Trees will be removed and the park ground will be leveled. | |

| Culverts | Cranford Plumbing will replace the culvert on Ash Street with plastic and optional elbow if needed for $9,400. | |
It was approved to expand a pipe by 60 feet to complete the drainage work on Ash Street. |

| Disaster Plan | The Dunlap Fire Department will develop a disaster plan for the Village later this year. The Village Board will review the plan before it is finalized. | |
| Dunlap Business Association | Several members of the newly formed Dunlap Business Association appeared before the Village Board to discuss ways to cooperate to improve Dunlap. Group is looking at signage and other ways to foster more business and growth in the village. Group wants to keep communication open with the Village and offer to help with festivals and other community events. | |
The Dunlap Business Association will have to purchase its own liability insurance for events since only a subcommittee of the Village can be added to the liability policy. |

| IDOT | IDOT has been conducting a traffic count study at the intersection of Legion Hall Road and Route 91. Dunlap 323 school district is looking at a solar-powered flashing light on school property. | |
| The traffic study was completed by IDOT at the intersection of Route 91 and Legion Hall Road. IDOT will designate the intersection a 4-way stop intersection and install stop signs on Rt. 91. | ||
| IDOT will be doing traffic studies sometime this year (2008) in the Village; however, not dates were offered by IDOT. | ||

| Library | The library district is currently on a septic system and wishes to connect to the Village sewer system. A motion was made to waive the sewer hookup fee for the Dunlap Library District. | |

| Liquor License | It was approved to increase the liquor license fee to $600.00, change the renewal period from every six months to once a year, and require all applicants to submit to a one-time background check. | |

Ordinance 09-03 was approved which updates penalty provisions. Ordinance 09-06 was approved which updates the village code. Ordinance 09-08 was approved which sets the prevailing wage. Ordinance 09-07 was approved which sets the annual appropriation for the Village. Ordinance 09-05 was approved to amend Section 21 which allows Class A liquor license holders to sell liquor being at 7 a.m. and allows Class C license holders the same hours for liquor sales as Class B holders. Ordinance 09-05 was approved to amend Section 4 setting the stipend for liquor commissioner t $40 per month. The ordinance was approved as amended. |

| Parks | It was approved to purchase four new picnic tables for Central and North Parks at a cost of $500.00 each. | |

| Ten loads of rock were delivered and spread over the North Park parking lot, and five more loads were delivered and spread in alleys. Weeds will be sprayed and new drinking fountain will be installed for approximately $2,300. | ||

| Peoria County Sheriff's Department | A new contract with the Peoria County Sheriff's Department for police protection was approved. | |
| Speed limits will be enforced on Route 91 in the Village. | ||

| Sewage Treatment Plant | The Greater Peoria Sanitary District (GPSD) will build a joint regional sewage treatment plant. The Dunlap lagoons are in need of being replaced due to Illinois EPA requirements. A new plant could handle 20 years of growth. It was agreed to split additional costs [80% (GPSD) and 20% (Village)] related to the plant study and application. |

| Sewer | The sewer line on Ash Street from Sixth to Fourth Streets will be replaced. | |
| The Village should start increasing sewer fees to pay for the new regional sewage treatment facility beginning in May or June 2008. | ||
